Board of Directors Meeting Minutes
September 12th, 2006
Directors Present: Elaine Clements, Mark Fox, Dorothy Ogilvy-Lee, Denise Lutz, Jennifer Savory, Kim Doermann, David Magnet

Meeting called to order at 7:31 PM.
- Meeting Minutes
- Motion was made to approve August’s minutes as edited. Motion was made, seconded, and carried to approve
- Homeowner Issues and Correspondence
- The first lot by the tennis court has about five pine trees that were taken out and never cleaned up, so the weeds and such are scattered about.
- Discussion on whether Affordable can work on it.
- Discussion of lawn care contract.
- R. Crandell to check with Shenandoah to see if reseeding is in the lawn care contract.
- Officer Reports
- President - M. Fox
- M.Fox, D.Savory, D.Magnet, and J.Mejia all worked on removing the tot lot equipment so that the new tot lot equipment can go up. The president would like to thank those three for their help and effort in removing everything.
- While the tot lot equipment was being removed, the posts of the tot lot were rotted. So replacing the equipment was a good idea.
- Concern of speeding down Holly Ave.
- Concern of the increasing amount of cars in the neighborhood.
- Discussion of the need for speed bumps on Holly Ave.
- Have to call VDOT.
- Speeding.
- D. Magnet to call VDOT and ask about speed bumps.
- Discussion of FCPD and parking enforcement.
- Cars that are not working are not allowed on county property, cars have to be moved every 10 days.
- Walk through letters to go out Monday.
- Trash Petition: Want to reiterate that the board is approaching neighbors but not trying to sway them one way or the other.

- Any requests from board members for bids for work, should go through board or committees and not through individual board members.
- Secretary
- Treasurer
- D. Lutz talked to SFMC and they want to keep the delinquencies low.
- Delinquents get letters of intent after 60 days and have 30 days to amend them.
- Discussion of delinquent accounts.
- Paid invoice to get website up and running again.
- Discussion of AAA reimbursement.
- J. Jackson was sent a second letter and there was no response.
- The board must continue with the snow removal in front of the day care center.
- Committee Reports
- Architectural Review Committee - J. Savory
- Tot lot equipment will be arriving on Oct. 5th and 6th.
- Somebody needs to be there to receive the equipment.
- The equipment will take up to two weeks to install.
- The small/individual pieces should not be left out until nailed down.
- The individual pieces will be kept in J. Savory and D. Lutz’s backyards.
- The installation will begin when all the pieces have been delivered to the site
- If no one else can be there to receive the equipment, R. Crandell has offered to receive it.
- J. Savory will call Miss Utility shortly before the tot lot equipment arrives.
- Oct. 28th there will be a community picnic. Will get flyers out soon.
- J.Savory walked around with Affordable Tree. There is one tree for sure that needs to be taken down, two questionable ones.
- Motion for the ARC to not exceed $6,000 in tree work.
- Motion was made, seconded, and carried to approve.
- There is one outstanding ARC application, will talk to the owners about colors.
- Parking and Roads Committee - D. Magnet
- The trail has been cleaned up, paved, and overlaid, so that kids can walk to school.
- The need for new stop signs and parking signs in the neighborhood. R.Crandell will price the signs out.
- Discussion of amount of signs and county approval.
- Discussion of where the cheapest signs can be bought.
- Discussion of common area and VDOT property.
- Any signs on the main part of Holly Ave. belong to VDOT.
- Crack fill and sealing on Alden Glen will not be done until the spring.
- Discussion of closed community board.
- Discussion of a community stand up board.
- Discussion of lighting of the west side sign.
- PSE will light the sign for $4500.
- Motion to accept PSE’s quote at $4500 for the lighting of the west side sign (which includes meter stands and lights at the tot lot). Motion was made, seconded, and carried to approve.
- Discussion of lettering of the sign.
- D. Lutz to check out lettering.
- M. Fox will look into constructing a flap board community sign.
- Communications, Nominating and Trash - D. Ogilvy-Lee
- Discussion of newsletter.
- Decided that the board will do a newsletter when it is necessary.
- Each board member will bring a blurb to the next meeting about what they would like in the newsletter, and see if that is enough information to compile a newsletter.
- No classified ads will be accepted because of the liability issue.
- Fairfax County Department of Health gave the wrong information. Homeowners are not required to put trash in a trash can.
- A. Pape emailed D.Ogilvy-Lee with the correct information. It also stated that plastic bags are not to be put out more than 12 hours prior to pick up.
- Discussion of trash enforcement.
- Discussion of time that trash can be put out.
- Discussion of trash amendment.
- Decision is up to the neighbors as to whether they want to amend the declaration.
- Discussion of getting homeowner votes on the amendment.
- Trash committee will discuss getting votes from homeowners.
- Triple S has put down bait on common grounds. They have yet to come back and check to see if the baits have been eaten. When they were out there on August 30th, they did not find any rat burrows. If the baits have been eaten, on their next trip out they will put down traps.

- There is a surplus in the budget.

- Old Business
- Centex took out most of the piles of cement on Holly Ave., but there is still one more pile that has not been removed.
- There have been no sightings of the moped, so the violation letter was received.
- New Business
- Emery Snow Removal Contract: Motion to accept the Emery snow removal contract for 2006-2007. Motion was made, seconded, and carried to approve.
- The new development that is being built would like to tap the water line into Alden Glen.
- Discussion of new development.
- Keep a watch on it to see if it tears into the property.
- New mailboxes have been ordered, but we don’t know exactly when they are coming in.
Motion to adjourn at 9:05 was made, seconded, and carried to approve.
